Justin Pabalate

Director of Operations & Finance


Justin has over two and a half decades of experience connecting nonprofits with the communities they serve through mission impact and organizational transformation. He also brings a wealth of queer community-building experience through his former roles in LGBTQ2SIA+ organizations. He holds several nonprofit executive leadership and fundraising certifications through People’s Nonprofit Accelerator and Portland State University, which strengthens his board and nonprofit service. 

As the queer son of an immigrant, Justin holds a reverence for Indigenous leadership and social justice. He is deeply honored and humbled to support an inter-Tribally led project that has the potential to shape the course of Oregon’s future, while acknowledging and honoring the people who have gathered at Willamette Falls, past and present.

Justin’s first up close experience with Willamette Falls was on an unplanned trip up the Willamette River. At the time, he had only heard of the Falls and when they came into view, he was awestruck. Later, after learning just some of its history, would he come to understand the weight and cultural importance that Willamette Falls holds for so many. 

Justin looks forward to being of service and lending his skills to help bring to fruition the Tribes’ vision.
