Willamette Falls Trust is a member of the High Line Network, a community of organizations transforming former industrial infrastructure into public spaces. Josh Billison, the Trust’s Tribal Outreach and Community Engagement Director, recently represented the Trust at the Network’s 2026 Policy Lab in Los Angeles. Here, he shares what he brought home.

“I left the Policy Lab inspired by the people I met and even more determined about our work at Willamette Falls.

Over three days, we explored how public spaces bring people together and create a sense of belonging. One highlight was hearing from Destination Crenshaw about how listening to community and deepening relationships with partners have shaped its work. Community leaders and local artists created a sense of belonging by harnessing the power of history and culture.

What stayed with me most was the care High Line Network organizations put into building relationships. As we work alongside the four Member Tribes to restore public access to Willamette Falls, their experiences offer valuable lessons in listening, building trust, and creating places where people feel they belong.

I’m grateful to everyone within the High Line Network community who shared their experiences so generously. I look forward to bringing these lessons into our work and continuing to learn together.”
